Our Mission
Orca Housing was founded in 2023 by affordable housing professionals with more than 20 years of experience each, who are committed to creating and preserving quality, affordable housing for seniors and families. By working with property owners, residents, lenders, investors, government agencies, and community activists, we strive to develop innovative solutions that address the unique housing needs of each community we serve. Our goal is to create stable, dignified living environments that enhance the lives of residents and contribute to the overall well-being of the community.
Meet the Founders
Brett Meringoff
CEO
Brett Meringoff is a seasoned real estate professional with over 23 years of experience in affordable housing and Low-Income Housing Tax Credits (LIHTC). As the CEO of Orca Housing, Brett brings a wealth of knowledge and a proven track record of success in acquiring, preserving, and developing affordable housing properties.

Prior to founding Orca Housing, Brett served as the Managing Partner of Development at Fairstead, a vertically integrated affordable housing developer. Under his leadership, the company achieved the top spot on Affordable Housing Finance's list of companies completing acquisitions in 2022, with 8,944 units acquired. Brett also spearheaded Fairstead's entry into ground-up development and Public Housing Authority partnerships, securing the role of lead developer for the Alexandria Redevelopment Housing Authority to build over 500 units of affordable and market-rate housing in Alexandria, VA.
Before Fairstead, Brett held the position of Senior Vice President and partner at WinnDevelopment, where he oversaw the company's Mid-Atlantic affordable housing development and asset management activities, as well as its market-rate investments. His team successfully entitled, developed, and completed more than 4,900 units across 19 properties.
Brett began his career at The Related Companies, working in tax credit syndication. He holds a Bachelor of Arts degree from the University of Pennsylvania.
Luke Simpson
President
Luke Simpson is an accomplished real estate professional with extensive experience in investment, asset management, and affordable housing development. As President of Orca Housing, Luke leverages his diverse background to drive the company's mission of creating and preserving quality affordable housing for seniors and families.

Luke started his real estate career at The Related Companies, where he worked closely with Brett Meringoff. He later transitioned to the role of Fund Manager at the Tishman Speyer Office Fund, an Australian Stock Exchange-listed property trust comprising $1.5 billion of enterprise value across 16 US office properties.
As a member of the investment team at Baupost, Luke was responsible for driving value creation for a portfolio of investments representing $1.2 billion of asset value located in various US markets, as well as the UK, France, and Germany, many of which were ground-up developments.
During his tenure as a Managing Director at TriPost Capital Partners, Luke led portfolio management for three companies: a community-minded development and investment company active in affordable housing in the DC Metro area, a best in class fund manager and developer of industrial properties; and a leading syndicator of Low-Income Housing Tax Credits.
Luke holds a Bachelor of Arts degree in Economics from the University of Chicago.
